Lest you need to be reminded, the N.C. Education Lottery is a farce. According to its Web site, “100 percent of the net proceeds of the North Carolina Education Lottery go to education programs.”
Wrong. It’s all in the terminology. Gov. Mike Easley thinks it’s OK to supplant the funds in the education budget that should have gone for augmenting education. How? They put the lottery money into the school budget, then take other money out for the general fund. So in reality it’s not a educational lottery after all, and nowhere near 100 percent of the money goes directly to education.
